Overview

RelaySafe is a real-time dispatch and recovery engine. Four things are active variables: time, transport capacity, compatibility, and human unreliability. Safety is a hard rule, not a score. If a delivery can't arrive safely before expiry, or the shelter lacks what the aid needs, the system blocks it and says why. Quantities are tracked slice by slice, so one batch can split across riders and shelters without ever double-allocating.
